PERFORMANCE EVALUATION – TURIZAM

By request of the United States Agency for International Development Mission in Bosnia and Herzegovina (USAID/BiH), the USAID/BiH’s Monitoring and Evaluation Support Activity (MEASURE II) conducted a midterm performance evaluation of Developing Sustainable Tourism in Bosnia and Herzegovina (TURIZAM) Activity. TURIZAM is a $19.9 million USAID/BiH-funded Activity implemented by Chemonics International Inc. The Activity launched in August 2020 and is scheduled to close in August 2025.

The midterm performance evaluation examined TURIZAM’s progress during the first 2.5 years of implementation aimed at strengthening and improving economic growth in the tourism and tourism-related sectors. The Mission and the implementing partner (IP) will use the evaluation results to make informed programmatic decisions and apply midterm corrective actions in Activity design and implementation. The evaluation team (ET) ensures the credibility and relevance of evaluation findings, conclusions, and recommendations by conducting a rigorous evaluation design and implementation plan.

The TURIZAM evaluation was conducted between July and October 2023. The evaluation employed a comprehensive, mixed-method data collection approach that utilized multiple data sources and types to triangulate findings. The evaluation design included a desk review of Activity documents and secondary data sources, 41 individual and group key informant interviews (KIIs), two focus group discussions (FGDs), and online surveys of USAID/BiH TURIZAM partners and beneficiaries.

The evaluation team sampled individuals from the United States Agency for International Development (USAID), the TURIZAM IP, TURIZAM partners from the public and private sectors, TURIZAM beneficiaries, and international organizations working in the tourism sector in Bosnia and Herzegovina (BiH). The evaluation team triangulated data to identify findings, conclusions, and recommendations. The final evaluation report is available below:
