The Judicial Effectiveness Index of Bosnia and Herzegovina (JEI-BiH) was first launched in 2015 by IMPAQ International, LLC (IMPAQ) under previous USAID/BiH''''s Monitoring and Evaluation Support Activity (MEASURE-BiH), in collaboration with the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC).
The Index was created to assess judicial effectiveness in Bosnia and Herzegovina and is calculated every year, on the basis of three independent sources of data: a survey of public opinion, a survey of perceptions of judges and prosecutors, and the HJPC administrative data.
For 2020, the overall value of the JEI-BiH was 56.49 out of a maximum of 100 points, which was 0.90 index points lower relative to the previous year''''s Index and constituted the first annual decline of the Index since its inception six years ago.
