The Judicial Effectiveness Index of Bosnia and Herzegovina (JEI-BiH) was first launched in 2015 by IMPAQ International, LLC (IMPAQ) under previous USAID/BiH''''s Monitoring and Evaluation Support Activity (MEASURE-BiH), in collaboration with the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC). The Index is an innovative tool created to assess judicial effectiveness across Bosnia and Herzegovina on an annual basis, using subject matter expertise and applying rigorous scientific and data collection methods. In the 2019 edition, the overall value of the Index is 57.39 out of a maximum of 100 points, which represents an annual change of only 0.11 index points relative to the previous year''''s Index and indicates that the trend of near-stagnation in the rate of improvements in the judiciary continues for the third year running.
