LETTER OF INVITATION – MAINTENANCE OF A WEB-BASED APPLICATION

The U.S. Agency for International Development in Bosnia and Herzegovina (USAID/BiH) funded Monitoring, Evaluation and Learning Support Activity (MEASURE) invites BiH IT companies (offerors) interested in providing services associated with the requirement for maintenance of an online system. USAID/BiH MEASURE is implemented by Social Solutions International, Inc. 

1.1 The system maintenance contract is for an initial probationary period of 8 months with possible extensions of up to four years, extended annually on September 29. This does not obligate USAID/BiH MEASURE to execute an order, nor does it commit USAID/BiH MEASURE to pay any cost incurred in the preparation and submission in response to the Request for Proposals (RFP).

1.2 USAID/BiH MEASURE is looking for an Offeror to take over the maintenance of a fully-functional web-based application that has been up and running for several years. The source code is available and is owned by USAID/BiH. The web-based application was built using Microsoft’s .NET Framework web application framework, ASP.NET MVC, and is hosted on a cloud platform. The system includes mapping layer using a GIS engine to render data into visual maps.

1.3 Should the need arise for additional software development or improvements to the web-based application during the contracted period, it will be subject to a change request prior to initiation of new development. Such change requests are separate from and in addition to the maintenance contract as provided in 1.2, and for that reason submission of the price schedule for the expert’s person-days is required as part of the offer.

1.4 Offerors may submit requests for a detailed RFP by sending an email to contacts@measurebih.com, with the subject line: "REQUEST FOR RFP DOCUMENTATION” until December 26,  2024 at 8:00 am BiH local time. Along with the request for detailed RFP, the interested Offeror must state: 1. Company name; 2. Company registration number and the name of the registration court; 3. VAT number; 4. Year of establishment; 5. A statement that the company complies with all requirements set in 1.6; 6. Company’s website address; and 7. The e-mail address to which the detailed RFP documentation is to be sent. 

1.5 The following schedule reflects the expected completion dates but may be modified by USAID/BiH MEASURE at its sole discretion.

  • Request for RFP ...... until  December 26, 2024, 8:00 am local time
  • Pre-Proposal Conference ..... on December 30, 2024, 11:00 am local time 
  • Requests for Clarification Due ..... until January 8, 2024, 11:00 am local time
  • Responses to Requests for Clarifications ..... on January 14, 2024 
  • Proposal Due Date ..... until January 21, 2024, 5:00 pm local time

1.6 The Mandatory Eligibility Criteria are intended to ensure that, to the extent feasible during the first stage of the procurement process, only offerors who have the necessary experience, financial stability and strength, technical expertise, proof of ability to meet USAID/BiH MEASURE requirements, and outstanding customer references to provide the services outlined in this letter of invitation will be eligible for consideration. The Mandatory Eligibility Criteria are the following:

  • The Offeror must be in business for at least five (5) years in developing and maintaining IT solutions.
  • The Offeror must be member of the Microsoft partner network.
  • The Offeror must be a BiH registered company.
  • The Offeror must have the financial capability and stability to successfully complete the contract.  It must prove annual revenue of at least 150,000 USD for each year in the period of the previous two fiscal years.
  • The Offeror must have implemented at least two software development projects each with value over 50,000 USD. Past projects for international organizations would be considered an advantage.
  • The Offeror must be certified according to the Information Security Management Standard ISO 27001 and Quality Management System Standard ISO 9001.
  • The Offeror must not be under any sanctions by the US Government.  


Offerors who do not submit sufficient proof to be in compliance with the above-stated Mandatory Eligibility Criteria will be deemed non-compliant and will not be served with the detailed RFP documentation.
