Judicial Effectiveness Index of BiH (JEI-BiH) Events in 2017

MEASURE-BiH presented the Report on the 2016 Judicial Effectiveness Index of BiH (JEI-BiH) at the High Judicial and Prosecutorial Council’s session on April 13, 2017, based on HJPC’s invitation. The Council endorsed the Report and adopted several conclusions outlining Council’s planned measures to be taken based on the JEI-BIH findings, including: 

  • Council’s Standing Committee for Efficiency of Courts and Standing Committee for Efficiency of Prosecutor Offices using the JEI-BiH to note the trends in BiH judiciary and individual index values in order to conduct further analyses of causes and recommend specific improvement measures;
  • Council’s Standing Committee for Efficiency of Courts and Standing Committee for Efficiency of Prosecutor Offices considering possibility of designing 16 regional JEI-BiH Sub-indices;
  • holding presentation of the 2016 JEI-BIH results at the HJPC Annual Conferences of Court Presidents and Chief Prosecutors; 
  • holding 16 regional presentations of the 2016 JEI-BiH results for all judges and prosecutors in BiH;
  • introducing the JEI-BiH findings to the public, and 
  • submitting an HJPC application for the Council of Europe "Cristal Scales of Justice” 2017 award for HJPC’s acting upon JEI-BiH findings and thus improving informed-decision-making in managing BiH judiciary. 
Acting on these conclusions, HJPC’s Standing Committees for the Efficiency of Courts and Prosecutor Offices decided to develop 16 JEI-BiH sub-indices based on HJPC’s administrative CMS/T-CMS data in order to further examine issues in individual courts and POs and subsequently design adequate and targeted interventions. 

MEASURE-BiH presented the JEI-BIH 2016 Report at the Joint Conference of Court Presidents and Chief Prosecutors that was held on 22-23 May, 2017. The following conclusions were adopted: 

  • The Joint Conference of Court Presidents and Chief Prosecutors in Bosnia and Herzegovina acknowledged the results and findings of the JEI-BiH for 2016;  
  • The HJPC BiH will use the JEI-BiH findings and further analyze causes for recorded trends and identify targeted measures for improvement of both individual and aggregate values for the 2017 Index; 
  • The HJPC BiH will present the JEI-BiH findings and results of the Index to the judges and prosecutors in BiH in regional presentation, so that all judicial office holders get informed about this measurement instrument and work on improving performance results.

Acting in line with these conclusions, the HJPC asked invited MEASURE-BiH to hold regional presentations of the 2016 JEI-BiH results to judges and prosecutors in BiH. MEASURE-BiH held the first regional presentation was delivered by MEASURE-BiH on June 12th in Banja Luka. Judges and prosecutors from Banja Luka and Prijedor District, Una-Sana Canton Bihac, RS Supreme Court and RS Prosecutor Office got acquainted with the JEI-BIH, its methodologies and 2016 Results.

At HJPC’s request, MEASURE-BiH also presented the 2016 findings of the Judicial Effectiveness Index of BiH (JEI-BiH) at the Annual Conference of the Association of Judges of the FBiH on Criminal Law in the Section "Current issues in BiH judicial reform” in Neum on June 8, 2017 organized by the Association of Judges in FBiH. The audience included more than 200 judges, prosecutors, and justice sector professionals. 

We also disseminated the hard copies of the 2016 JEI-BiH Report to 33 international donors/organizations and local bodies/organizations working in BiH justice sector. Our objective in presenting and disseminating JEI-BiH results widely to the professional judicial community and the relevant international/local organizations is to make the Index available to decision-makers and all relevant stakeholders, as a reliable and objective measuring tool to track BiH judicial performance and to inform evidence-based decision making in this sector.
