MONITORING AND EVALUATION SUPPORT ACTIVITY (MEASURE II)

Total Funding: $6.8 million  The Challenge
As implementation of rigorous MEL activities remains a vital component of advancing towards the Agency’s development goals. USAID/BiH’s continuing commitment to fostering a results-oriented culture and strengthening its MEL systems was reinforced with a $6.8 million MEASURE II award to IMPAQ International LLC (IMPAQ) in Bosnia and Herzegovina in September 2019. Monitoring and Evaluation Support Activity II (MEASURE) II is a follow-on activity and extension of the USAID-funded Monitoring and Evaluation Support Activity in Bosnia and Herzegovina (MEASURE-BiH) which successfully supported USAID from September 2014 to September 2019 in monitoring and evaluation of the progress of the Mission’s development interventions in BiH and supported local stakeholders in developing capacity for conducting evaluations and social science research for the needs of local institutions and organizations.

Our Program
The USAID Monitoring and Evaluation Support Activity in BiH (MEASURE II) has two primary objectives:
- Utilize performance data and evaluation and assessment findings and recommendations increased
- Establish and support formal collaboration, learning, and adapting framework established and supported
The Activity remains dedicated to working with domestic counterparts to develop and sustain the independent local monitoring and evaluation capacity and knowledge base that will continue to serve BiH’s policymakers even after the international development efforts in the country wind down.
Implementation and Expected Results
MEASURE II’s purpose of strengthening the Mission’s results-oriented programming design and Activity implementation is achieved through interventions organized in the following three components:
Component 1: Provision of technical assistance to Mission and Implementing Partner staff for the Mission’s Performance Management Plan (PMP), Project Monitoring, Evaluation, and Learning (MEL) Plans, and Activity MEL Plans
Component 2: Designing and conducting evaluations, surveys, assessments, and special studies, for the needs and upon the request of the Mission
Cross-cutting: Integration of Collaborating, Learning and Adapting (CLA) concepts into the USAID/BiH development programming.
MEASURE II continues to support USAID and its implementing partners with on-demand evaluation, assessment, and research support, while simultaneously incorporating the CLA principles into the Mission’s culture.
